Edward W. Wynkoop ~ As Indian agent to the Arapaho and Cheyenne, he worked hard from 1866 to 1868 to prevent hostilities. He vigorously championed the cause of his charges and defended them when accused of depredations, blaming Congress for failing to appropriate funds for liberal food issues and withholding promised annuities. He resigned his post in protest over the Army's new Indian policy, refusing to be party to "the murder of innocent women and children." Wynkoop denounced the attack on Black Kettle's village, comparing Custer to Chivington and Washita to Sand Creek.
